On August 25, 2025, the Third District Court struck down the Utah Legislature’s repeal of Proposition 4, the 2018 ballot initiative that created an independent redistricting commission. The court ruled that when Utahns pass a reform through citizen initiative, that reform is constitutionally protected and cannot simply be overturned by lawmakers.
The ruling requires the state to adopt fair congressional maps by November 2025. This decision restores the principle that voters, not politicians, should shape Utah’s political system.
Some legislative leaders are already hinting at an appeal. An appeal would delay the adoption of fair maps and risk pushing new districts past 2026, denying voters the representation they deserve. It would also further erode trust in a Legislature already criticized for ignoring public will.
Utahns overwhelmingly support fair representation. The Legislature should respect the court’s decision, comply with the November deadline, and allow independent redistricting to move forward without delay.
