Last November, Utahns voted to implement full Medicaid expansion by voting for Proposition 3. In February, Utah lawmakers repealed Prop 3 and replaced it with a Medicaid plan that covered fewer people and cost more than the original plan. The replacement bill had illegal provisions included, and so in order to implement it, the state of Utah had to request waivers (permissions to break the law) from the federal government. Recently, the federal government denied the biggest waiver--the one dealing with funding--just like advocates had warned them would happen.
Here’s what Utah politicians aren’t telling you about the Medicaid expansion repeal debacle: Governor Herbert has the authority to call on the state to initiate full Medicaid expansion, as voted on by the people of Utah, tomorrow if he wanted. That’s right--all these additional waivers, all this deferring and confusion, all these attempts to wait out the clock to implement full expansion are political theater. Meanwhile, we are paying three-times more to cover fewer people.
